Anna: That’s a reasonable solution to the problem of waste. The emphasis on punishment rather than incentives often leads to resistance.
Mark: Exactly. The public’s attitude towards new laws improves when they feel supported, not punished.
Anna: Still, without a strong approach to environmental issues, we’ll continue to suffer the effects of climate change.
